How Percent-of-Construction Fee Curves Work
Several Canadian provincial consulting engineering associations publish fee guidance as a percentage of construction cost. You establish the construction value of the civil works (excluding land, buildings, and soft costs), find the published band for that value and complexity tier, and the band gives a planning-level range for the core design fee.
Every published curve is regressive: the percentage falls as the construction value rises, because design effort does not scale linearly with project size. A 20 million dollar subdivision does not need ten times the engineering of a 2 million dollar one. What the Complexity Classes Mean
The Basic / Complex I / Complex II vocabulary comes from the ACEC-Manitoba / Engineers Geoscientists Manitoba engagement guide, the Canadian guide that defines complexity tiers for civil and municipal work. Basic covers conventional servicing, sewers, watermains, grading, and roads. The complex tiers apply when verified site conditions or design difficulty raise the effort, the approvals path, and the liability profile.
Published complex curves converge toward the basic curve at high construction values, so the complexity uplift shrinks as projects grow. Classifying a specific project is professional judgment, made by the engineer in negotiation with the client.
Why the Province Matters
Fee guidance is published province by province, and the curves genuinely differ in structure and level. Ontario (CEO/MEA) and British Columbia (ACEC-BC) publish infrastructure tables by construction-value bracket. Saskatchewan (ACEC-SK) uses a base fee plus a marginal percentage. Alberta (CEA) publishes complexity-tiered percentage guidance. Manitoba (ACEC-MB) publishes basic and complex curves read from a printed graph. Quebec's government tariff for public-sector fees ended on July 5, 2025, moving Quebec toward the market-negotiated model used elsewhere.
When the Curve Does Not Apply
The percentage method has hard limits, and this calculator reports them instead of papering over them:
- Below the province's floor (commonly around 500,000 to 1 million dollars of construction), the guides direct engineers to a time basis: estimated hours times rates. A percentage that looks reasonable on paper understates the fixed mobilization effort on small projects.
- Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador, and the territories publish no percentage curve at all. Fees there are negotiated on a time or lump-sum basis, and no honest benchmark band exists.
- Sub-consultant studies (geotechnical, environmental, hydrotechnical, archaeological) sit outside the design percentage and are priced separately.
- The bands are planning-level guidance, not regulated rates. Canadian engineering fees are market-negotiated everywhere; a fee outside the band is not wrong, it just needs its deviation explained.

Why does my province show no fee band?
Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador, and the territories publish no percent-of-construction curve. Fees there are typically negotiated on a time basis (estimated hours times rates) or as a lump sum. The calculator says so rather than inventing a number.
Why does a small construction value return no band?
Published curves stop at a floor, commonly around 500,000 to 1 million dollars of construction depending on the province. Below it, guidelines direct engineers to a time basis because fixed mobilization effort makes a small project's true cost a much larger share of construction than any published percentage.
Does the band include geotechnical or environmental studies?
